Got a dev copy of the site up and running and all previous patches applied.

Cannot get passed this Hunk #1 FAILED at 97 message
The core/Mage folder was previously updated with a clean set of files from a fresh 1.5.0.1 download
The file exists:
app/code/core/Mage/Core/Controller/Varien/Router/Admin.php
Can anyone suggest anything else I can try.
Ive got SUPEE-6788 running already on 1.9, 1.7 etc, but this has me properly stuck
