Free Shipping Not Working

We have developed an E-commerce site in magento platform for client in UAE. We have a requirement to provide free shipping by FedEx to both local addresses in UAE (FedEx Standard overnight option) and to international addresses (by choosing FedEx International priority option) the problem is, in the magento back end shipping settings, the drop list does not allow us to choose free shipping for BOTH together ( Standard overnight and international) it only allows us to choose either and not both. Do you know of any solution to help us choose free shipping for both. Your help will be much appreciated. Thankyou!!!

They have some free ones; and some paid for.. the free one might be enough to do what you need.
