M2E Settings & Domestic Shipping & New Service - Drop down menu

i am working on M2E settings for my ebay store on magento 1.9.3.2 version , i can not create a new shipping method because of service drop down menu is not responding , screen shot is attached , thank you to everyone who will help to solve this issue.
