Magento 1.9.x : Shopping cart price rules error, applied all products without check the condition

I applied shopping cart price rule based on country [other country add export fees 2600], after add product to cart, cart page shows shopping cart price rule, twist is still customer not enter the address in checkout page. My cart page shows export fees,

How to solve the issue?

Hi @Aveeva,

 

Can you confirm if you Shipping Settings are configured properly? You'll find the option under System -> Configuration -> Sales -> Shipping Settings.
