I am having a random problem with my checkout on version 1.9.3.8.
I have some customers complaining that the can't checkout and get stuck on the billing address. They click continue and nothing happens.
I have been unable to duplicate and some customers are going through checkout without issues.
I have no errors in my logs.
Any ideas?

Can you remove that quote from database and run reindexing once and then try.

do you have a specific quote or for all add to cart you are facing same issue?
Please check inspect element if there any error in this console or in network.
