On Magento 1.9, shipping charges are not being applied on the base of Zipcode for canary islands, Spin. if I define charges for Spain it works fine. or GBR shipping Charges are being applied correctly on the base of zip code.
Please see the attached screenshot and assist me if the syntax is wrong or any other issue.
