I have followed the guide from http://devdocs.magento.com/guides/v2.1/release-notes/tech_bull_USPS-patch-Sept2017.html to fix the UPSP shipping method. I have tried both applying the patch and the manual work around for 1.x but for some reason after a cache flush, even though the new method is enabled in the configuration the shipping method is not being displayed on checkout.
