Magento CE does not support an abandoned cart feature.
But if you need it, you can look for extensions, there are lots of those which can capture not converted people, analyze their behavior and send automated reminders. For example. our Abandoned Cart Email extension will let you see all customers who left your store without making a purchase as well as create rules according to which reminders will be sent. You can include shopping cart contents and/or coupon codes in the emails.
