extension install error

hi i just install magento 1.9.2 when i tr to change admin panel language to Arabic and other languages it  dose not load and still the admin and store front language is English , i try to install Arabic language package from magento connect manager > 

Install New Extensions but after i put extension key and proceed i got error message (
Checking dependencies of packages
Starting to download Locale_Mage_community_ar_MA-1.0.19870.4.8-beta.tgz ...

CONNECT ERROR: Package not found: Locale_Mage_community_ar_MA 1.0.19870.4.8-beta )

is there any way to solve this problem ?

I have the same problem with Croatian package, cant seem to find it anywhere to download and install manually.

Any way to get Arabic translation with magento 1.9, I found also thread on stackoverflow http://magento.stackexchange.com/questions/115659/searching-for-arabic-language-pack-that-supports-m... but without any answer too.
