"SHIP" button missing !

Hello .. My store Magento 1.9 facing problem with "SHIP" button.. is missing. On the Admin menu, Sales > Orders> with any type of the orders Processing or Pending Payment. this button is still missing look this:

have a look on the "screen shot" ...

this “SHIP” button is missing in my Magento store!

I am sure this permission is enabled in my "group Role" System > Permission > Role > Administrators > Role Resources. SHIP permission is enabled but "SHIP" button in Order page still messing !

Which types of products are you selling? (Magento's product types).

Also, can you check if you have shipment methods availables?

We selling Sportswear, and about the shipment methods we have 3 shipment methods activate. Aramex, Smsa, Fetchr.
