Whats the easiest way to add an additional product tab to a product, I sell electronics so I need a tab that says "Specifications" I've tried some plugins and they don't seem to be uniform with the theme or seem spotty..

Generally , you can add specifications as attributes and for each attribute you create make setting "Visible on Product View Page on Front-end" to Yes. 
After that at front-en new tab Additional Information will appear for products with that attribute(s) -
