Homepage information block

Hello there,

I would like to create an area on the homepage where there appears a "trade enquiries" box. There is alot of white space around our main content so ideally a slideout type of widget on the side would be amazing. If you visit scitecdirect.co.uk you can see on the left we have a "click-here for live-help"  I would like something similar with "trade enquiries" further up the page which when clicked on takes us to an info page about trade enquiries. Can someone please assist me in this?
