This matter has been resolved.
Thank you to those that responded.
We are running Magento 1.9 with a custom theme and are missing files (or code) to get the captcha to work properly with our contact form.
I have added 2 extensions:
One add the "contact" form the existing list in: Customers > Customer configuration > Captcha
And the 2nd one was Google reCaptcha
Main issue is that the button's don't appear on the Contact form and captcha error prevents submission.
We are looking to hire someone to fix this for us.
