Unable to install extension on 1.9.3.1

Ok after working with a few extensions I'm not having an issue with extensions, it's one extension I'm concerned with and that's a custom extension that was working fine in 1.9.2.4.

I get the following error after the Upgrade: "SSL certificate problem: unable to get local issuer certificate" when i try to install a new Extension via Magento Connect.

Anyone have the same problem or fixed it?

(Its a new Test-Installation on MS Azure.)
