2.0.4 - shipping method selection not available in checkout?

hi all,

i've got the sample data setup

before i had the shipping method available for selection but now its not available anymore

guest checkout or logged in checkout,

i'm unable to input any shipping address or even select shipping method

any ideas?

i've enabled the shipping methods free shipping and flat rate but they both don't at the checkout
