I want to use magento 2 community edition as my cms. Can the buyers use credit card even if they don't have a paypal? My country does not support paypal.

You can use a lot of different payment gateways. PayPal is just one option.
Maybe if you can share which gateways are available in your country we can provide a list of existing modules for M2.
