CRON does not run no matter what I do

Yes there is a php.ini in /etc/php/7.2/cli and the intl module is enabled there as well, here is a screen shot of the file.

@catalyst00  Did you try running the command by removing "." from 7.2 as below?

/usr/bin/php72 bin/magento indexer:reindex

from your Magento root directory?
