Cart rule - related banner

Hi,

When you related a banner to a Cart promo, does that mean that this banner will only show up if the rule is applied or it will show up if the rule is active.

Let say I do a cart rule that give 10% off on order over 100$. I link a banner to that rule but the banner show up even when my cart is under 100$.

Is that the expected behavior ?

No, it should show up only when that rule is applied.
