Developer > Debug does not show up in stores configuration

Hello!

I've a problem, which is that in my local dev installation of magento2 the template hints for the storefront is not available as an option, not even the debug tab.
Im in the "Default configuration" scope.

When i go to the "Main website" scope the template path hints option is available in the debug tab but this only enables template hints for the admin interface, and not for the storefront!

I am completely stunted by this, since im new to magento2 and i cannot follow the guides. I would like some advice on either why the tabs doesn't show or another workflow to get around this issue until it is solved

I have option "Enabled Template Path Hints for Storefront" on default config scope and on store view scope.

Swithing to Yes enable Template path hints for frontend. Please check.

Do not forget to clear cache if it is enabled.
