Is is possible to add product prices in the admin without tax and display product prices in the website including tax.

Regarding your specific question, the simple answer is Yes. You can add products at their retail price (without tax), and set tax rules to add the tax automatically. There are Product Display settings that will allow you to show the product price Including or Excluding tax. It's completely your choice. @5c6e93937ca17 for displaying product price with tax go to admin->store->configuration->sales->tax->price display settings and choose Including price.

Go to Admin panel :
STORES -> Configuration -> SALES -> Tax -> Tax Classes -> Price Display Settings -> Display Product Prices In Catalog -> Including Tax.
STORES -> Configuration -> SALES -> Tax -> Tax Classes -> Shopping Cart Display Settings -> Display price -> Excluding Tax
STORES -> Configuration -> SALES -> Tax -> Tax Classes -> Shopping Cart Display Settings -> Display subtotal -> Including Tax
