Magento 2.3 Paypal $blockinstance renders string and not button

We are having problems with the paypal extenion. The extension displays the $blockinstance array in the product page, see image. And The shopping cart button stops working too. The logs do not show any errors and the only place where I find reference to the $blockInstanceName is on vendor/magento/module-paypal/Observer/AddPaypalShortcutsObserver.php.

Please help.

magento-engcom-team added the Issue: Format is not valid label on Apr 28, 2019 ... at Component.render The Magento 2.3.1 upgrade changed our PayPal Express button
