It notes that you need to first have it enabled by PayPal.
Verified by an attempt to checkout with this enabled, and receive this error:
PayPal gateway has rejected request. Billing address request is not enabled for merchant (#11601: Request for billing address failed).

When reached out to Paypal support, they replied:
"As PayPal cannot enable the billing address, I would advise you to and disable the billing address request option in your settings."
