Recurring profiles in Magento 2

I have see various answers to this but does Magento CE 2.0.4 have recurring profiles or not? If so, were do I set them up?

In the link you reference they say it was added back in a later version. So where is it now?

You are just very inaccurate in reading.

It is REMOVED and IS NOT added back.

this is sick. after spending 10s of 1000s in dev costs + years of my own time making 3rd party plugs work that cost too much and have tons of bugs... the ever late mage 2 has no easy upgrade and they dont add any real useful features....like recurring...mage will not remain a leading platform unless they fire the boss , get a new vision and get some real coders on the core platform
