Restrict articles to certain customer groups

1st requirement: waiting list
Shop users should have the possibility to enter a waiting list for an announced product.

2nd requirement: exclusive pre-order
At the start of sales, initially only those users who have signed up to the waiting list should be given the opportunity to order the item.

Are these requirements realizable with core functionalities or is an extension required? I would have suspected that at least requirement 2 could be realized via categories or customer groups, but I have not found a solution yet.

maybe about extension help you, after register you can add into such customer group
