I added flat shipping rates but I get strange values. If i try to ship a product with the weight of 1KG from and to the Netherlands I get a shipping rate in the frontend of €7.11. The rule in the table rates is:

I set tax for shipping to hight-taxable (21%). That would be 6,35*1,21=€7,68 and not €7,11
Can anyone tell me what's wrong? Where is €7.11 coming from?
