What is the Significance of Packaging?

As per my understanding of Magento Docs, it is to define the package/wrapper/carton details.
- weight of the carton
- how much weight the carton can handle
So, if 1 carton is able to handle 3kg, and if I have 4 items of 1kg, then I will need two cartons.
So, my final consignment weight will be product weight + tare weight.
My question is, is the tare weight or weight of carton/packaging affect the Checkout price?
Is there a way to charge the customer (if I want to) for the cartons. Because, the carrier will definitely charge me for extra cartons/packagingboxes
