Unknown Shipping shown in Admin - Product - New Item

Using Magento 2.3.3.  I see a blank SHIPPING section under Schedule Design Update, before Gift Options.  Click here to see unknown shipping in New Product or image below.  What is the function of this Shipping?  Why is it blank?  How do I activate it?
