I'm running Magento 2.3 and having an issue with Tax Calculation not validating the VAT number in Billing address.
I have set up 2 tax rules, one which has 0% and one which has 20%.
I've created a new customer group called No VAT and applied the tax class to it. I've also set Configuration -> Customers -> Customer Coniguration to do tax calculation based on Billing Address and to automatically assign customers to my No VAT customer group on the Group for Valid VAT ID - Intra Union field.
This works when a customer puts in a correct vat number in their SHIPPING address, however it doesn't work when the customer enters it into their BILLING address.
We really need this to work for billing address.
Any ideas?
