CE 2.3.3. If I go to System | Web Setup Wizard | Extension manager I'm told a couple of extensions are ready for update. I could do it there, but I want to script this so would like to know the CLI way. Just listing updates available would be useful too.

Anyway, I found "composer outdated" which does what I need.
