Why is this block not being displayed?

magento 2.2

I created an additional store so my magento setup has 1 website: 2 stores, I'm not sure why the block I created is not being displayed. After I have enabled it, I have reindexed indexes, and flushed all caches... and still not being displayed....   if I disable it and change the scope of the origianl block to cover all websites then the original block being displayed....

Just to follow up this thread. I have solved it now

I had to create New Widget and New Block. Assign Both to Store... What I had forgot was to specify layout update
