can't disable a non-default store's all store view in magento2.1.4

Hi guys,

My magento version is ce-2.1.4,my website has two stores,in each store has two store view,now I want to disable a non-default store's all store view,but I find this non-default store's default store view can't be disable.It's this the magento2 new feature or bug?As in magento ce-1.9.0.1,it can disable the no-default store's all store view.Hoping someone get an answer.
