cookie_restriction_notice_block not working or how to custom cookie notice

After activating the cooke restriction mode I want to customise the notice text and link to the privacy policy. In the Magento 2 docs it says that there is a block called "cookie_restriction_notice_block", however in Magento 2.1 it was missing so I added it with my custom content. But the default notice is still there and the "cookie_restriction_notice_block" is getting ignored.
So how do you change that notice content?

Did you manage to find a answer to this, Some stated that the cookie_restriction_notice_block is only in the sample data but if that is the case how comes the cookie notice still appears when cookie restriction is enabled in magento admin?

Bottom line is how do you edit the content/text in the cookie notice? when sample data is not installed?
