free shipping with cart price rule not working

Hello all, hope someone can help me out

My magento version is currently 2.1.5, and my store offer free shipping to lower 48 states (doesnt matter the quantity), and USPS priority mail to Alaska, Hawaii, Puerto Rico..etc and Canada

 

I followed this mathod

I enabled Free shipping AND USPS in shipping method, then I setup a free shipping cart price rule "If states are not AK, PR, HI, Country is not Canada"...



 

but when I test the rule, not matter what address/zip code I entered

"Free shipping $0" is always there with "Priority mail" below that..

what am I doing wrong ?

 

I have used Maganto 1.9.3.2 before and I have successfully applied free shipping with cart price rule without any problem.

@wellvisors Did you reindex Magento after setting up the rule? It's worth making sure that your indexes and cache are up to date. 


Secondly, try filling out the full address and then test whether the shipping status changes or not .

thanks for getting back to me

I did reindex and refresh the cache, but still the result is the same

 

I typed in full address also

I'm having the same problem with 2.2.2

Trying to set up cart price rule to have free shipping only for products in one category, have free shipping option visible in every cart...

I'm also having this issue. Trying to provide free shipping for any two products purchased within a certain category. Any help would be great, thanks!
