multi store "Shipping methods" is not showing under Sales

Hi all,

I configured a magento store for my friend. Its setup as multi store.

When i want to edit shipping method table rates according to the docs i have to go to sales-> shipping methods -> table rates.

But the whole option "Shipping methods" is not showing under Sales.

Any clues ?

when in single store mode everything is working ok.

But when i add another storeview the import csv option is gone.  And even the whole  sales-> shipping methods -> table rates.

no shipping methods......

Magento is here for over a year......  Nobody had this issue ?
