no tax for international B2B with the community edition

Hello,

 

I'm trying to configure my Magento 2.0 as following:

 

I've created all products with selling price incl. tax where the tax is 4%. I only sell to international B2B clients. If international B2B clients buy at my shop, the price should exclude VAT when they see it in the cart (this is already the case), but then with the checkout there shouldn't appear the tax, tax should be 0 as it's a international sale inside the EU.

 

How can I configure it or reprogram?
