Admin 2FA Authentication Using Email Address Codes

Our company is wondering if 2FA authentication for the Admin panel can offer the option of using an email centered code option?

All the options Adobe offers now require a user to input their phone number to get a text message. We have employees who do not want work stuff on their mobile phones.
