Is it any service that can delivered optimised images with the correct dimensions on every device? 

I use cloudflare and i give a try to cloudimage too. 

The images are optimised but not at the dimensions of viewport. They are resized by css

To enable it, login to the Cloudflare Dashboard and navigate to the Speed Tab. There you'll find the section for Image Resizing which you can enable with one click. This product is included in the Business and Enterprise plans at no additional cost with generous usage
