Template "Magento_Theme::root.phtml" is not found

I am creating custom theme in developer mode and got the error "

Template "Magento_Theme::root.phtml" is not found

 " 

Checked the root.phtml tempalte in base theme /var/www/html/ecommerce/vendor/magento/module-theme/view/base/templates/root.phtml

Please help me out. Lots of thanks in advance.
