The output is saved in the pub/static directory, that's not the cache, but intended place to keep compiled files. Do not run setup:static-content:deploy every minute, instead set your Magento instance to developer mode and you will be fine, these files will be there all the time.
PS. Please describe your problems precisely, using "need help" as title, followed by "how it is supposed to work" without saying what "it" is, doesn't help.
