Language pack does not work For PDF invoice, packing slip etc.

Hi,

I have downloaded a Dutch Language pack for my Magento 2.3.4 installation. The language pack works great on the front end, but when I open a Pdf Invoice, packing slip, etc, It is still in English. Although the Engels words/sentences are translated to dutch. 

I have installed this language pack via composer: https://github.com/ho-nl/magento2-nl_NL

Has anyone an idea how to solve this?
