Page Builder is automatically installed with Magento Commerce 2.3.1?

Hello @nudylady 

Magento Page Builder is available only in the Commerce Version ( Enterprise Version ) 

So you will not able to see the same in Magento Open Source ( Community Version ) 

If you want to avail such functionality then you will require to adapt  the Commerce Version.

Just follow the instructions given on the above link and you will able to resolve the same.

I also searched the page builder in magento 2.3.1 community edtion, but I didn't have it. At event 2019 imagine, Olena Tkacheva (Product Manager of Magento) announced that : PageBuilder is commerce exclusive feature. There is no plans to make it available for Community in foreseeable future.

So I I bought this 3rd party magento 2.3 page builder solution for the community version. It works very much like the magento page builder with easy drag and drop and display the frontend in the backend. https://www.magezon.com/magezon-page-builder-for-magento-2.html
