I followed a tutorial from someone to move the billing address to the shipping steps which works great but now when I add a vat id tax still gets applied. I walked through all the settings a million times so I'm really unsure why the 0% tax doesn't get applied when a valid vat number is entered (not on shipping nor on billing). I'm unsure if there is something wrong with the code or if it's a setting i'm missing.
