Ask visitor to select language

Hi,

I want to ask visitor to select his/her preferred language the first time he/she visits my website. I am running my website in two languages; English and my language Mizo. I want to show pop-out box which asks the user to select prefer language the first time he/she visits my website, but that pop-out box should not be shown the second time onward. How will I achieve this?

Magento 2 is a very new system, and there is no such extension yet ready on the market, but you can develop it by yourself.
