Background Image not showing after uploading

Hello and thanks in advance for your help.

I have Magento 2.4.x installed.  I added a theme to it and would like to change the background image in one of the blocks (i think).  At any rate I used filezilla and downloaded the image. I used PS to edit it and reuploaded it.  But it still shows the old image that doesn't exist anymore.  How do I change this?  I guessing I need to SSH a command to refresh something but not sure what.  I tried doing:

- php bin/magento cache:clean
- php bin/magento setup:static-content:deploy

But that didn't seem to change anything.On a side note, in the block area can I just add the bracket for a new background image? I saw the widget to add an image from wsiwyg but not a background image.

Please go to the admin side. system >> cache management. at downside please click on the flush Image cache. may you get the expected result?
