Disable cms block or widget with cli or php

I would like to disable or enkele widget or cms block through cli or php. Any one could give me a hint?

No, i want to disable widget with a cronjob. At a certain time he has to set a widget as disabled of enabled. I have a module ( with an image ( store open )) with a widget i placed this in the sidebar ) but when i disable "open module" image still show as a red cros in only in Explorer in Chome it is ok. 

So  i want to try this to disable / enable the widget. It only has to give an updat to the database to enable of disable.
