Looks like 7.0.15 is not in a list of supported versions for Magento 2.1.3. Please read this thread: http://magento.stackexchange.com/questions/116418/why-doesnt-magento-2-1-support-php-7-0-3-to-7-0-5

Hi Max,

I have used these comands to upgrade my php version from 5.5.6 to 7x:

sudo add-apt-repository ppa:ondrej/php
sudo apt-get update
sudo apt-get install php7.0
sudo apt-get install php7.0-mysql
sudo service apache2 restart  

 
But after upgraded i am getting the version 7.0.15 only..
How to install PHP version between 7.0.3 to 7.0.5
