How do I create Multiple Admins?

My programmer and I need to work on the site at the same time.  One locks out the other in admin.  How do I create multiple admins?

Hello

Admin > Stores > Configuration > Advance > Admin > Security

•  change value of Admin Account Sharing to Yes
