How i can check whether Handle 'customer_account' ...

On 'layout_load_before' event I want to check that 'customer_account' handle is included or not how I can do this I have tried this

$observer->getLayout()->getHandles()

But not getting success.

How i can check whether Handle 'customer_account' is Included in Layout or Not
