Magento 2.4.1 Attribute value import/creation from spreadsheet or programatically

I am creating a new store using Magento 2.4.1.  My old store uses a completely different, old, system.

 

I have an attribute, which is a visual swatch, for which I have lots of values to create.  I have manually created a couple of the values.

 

I can export the values from the old system's database to csv, or a list.

 

How can I import/add the values and their swatches to the attribute in Magento?

My old store uses a completely different, old, system.

I guess you didn't see this.  Old.store.not.magento.

I guess what I'm asking can't be done with Magento2.
