No i didn't try in the private window.

Just now, I have changed in all files under the form/element directory. It's working now.

But it is working partially. i.e., the street address placeholder is not yet changed.

Now, compare with my code, You got data from the cache. Please replace with my data at that file or pass any parameter in URL or do hard refresh still you didn't get my code. 

After it will work.
